At the invitation of the First Vice Chairman of the Presidium of the National Academy of Sciences of Belarus, Zaleski, the Vice President of Qilu University of Technology (Shandong Academy of Sciences), Shu Minglei, led a delegation to visit Belarus from June 15th to 17th, 2026. They aimed to promote the construction of the "Belt and Road" Joint Laboratory for Intelligent Perception of Extreme Environments between China and Belarus, and further deepen technical cooperation and talent cultivation in frontier fields between the university and top universities and research institutions in Belarus.
On the morning of the 16th, the delegation of the university held exchanges and discussions with the delegation of the China Science and Technology Exchange Center, as well as the Presidium and International Cooperation Bureau of the National Academy of Sciences of Belarus. They also attended the "China-Belarus Young Scientists Exchange Conference and China-Belarus Equipment Manufacturing Technology Exchange Activity". This event was jointly organized by the China Science and Technology Exchange Center and the National Academy of Sciences of Belarus, and jointly hosted by Qilu University of Technology (Shandong Academy of Sciences), China Electronics Technology Group Corporation, and Dalian University of Technology. More than a hundred experts, scholars, and young scientists from research institutions, universities, and enterprises in both China and Belarus gathered together to conduct in-depth exchanges on issues such as intelligent perception, equipment manufacturing, and digital transformation.

Chinese Ambassador to Belarus Zhang Wanquan, Director of the China Science and Technology Exchange Center Gao Xiang, Chairman of the Presidium of the National Academy of Sciences of Belarus Karanik, President of Dalian University of Technology Gao Xiang, Director of China Electronics Technology Group Li Haipeng, and Vice Rector of Belarusian National University of Information and Radio Electronics Stanipitski attended the event and delivered speeches successively. They highly praised the achievements of the bilateral scientific and technological cooperation and expressed positive intentions to strengthen cooperation in the field of equipment manufacturing between the two countries.

Vice President Shu Minglei stated in his speech that as the main organizer of the event and the construction unit of the "Belt and Road" joint laboratory, the university attaches great importance to practical cooperation with the Belarusian Academy of Sciences and key universities in Belarus. It hopes that both sides will continuously promote collaborative research, sharing of achievements, and joint cultivation of talents, and jointly promote the transformation and upgrading of equipment manufacturing towards intelligence, greenness, and service orientation. This will contribute wisdom and strength to building an open, inclusive, mutually beneficial, and win-win international scientific and technological cooperation new pattern.

On the afternoon of the 6th, the delegation of the university went to the Belarusian National University of Information and Radio Telecommunications to participate in the "China-Belarus Research Platform Cooperation Exchange Conference" organized by the China Science and Technology Exchange Center. They had in-depth exchanges with the competent authorities such as the China Science and Technology Exchange Center, the co-building units including the Belarusian National Academy of Sciences, as well as the "Belt and Road" Joint Laboratory for Industrial Equipment and Instruments between China and Belarus, and the "Belt and Road" Joint Laboratory for Electromagnetic Environment Effects between China and Belarus. They reported on the progress of the joint laboratory construction and discussed measures to improve and enhance the quality of high-level scientific research cooperation platforms.
Subsequently, the delegation held discussions and exchanges with Granko Sergey, the director of the Radio Technology and Electronics Department of the Belarusian National Institute of Information and Radio Technologies, as well as the team experts. They discussed joint research in the fields of electronics, information radio technology, microelectronics and nanoelectronics, as well as exchanges between teachers and researchers. They also reached a preliminary cooperation intention.
